the bug appears for hotkeys but also for textboxes, keys doesnt work when ALT
pressed at the same time, but they do work with ALT when the ouse is outside
the window.

I have tested this now in 1.11.5: There's no mp campaign mechanism there, but
I used the looping test scenario in a networked setting. Then there is still a
