Standard xgettext now supports Lua, so maybe the Lua part of things can be
collected with xgettext now rather than wmlxgettext?
This won't solve the WML design problem, but at least the Lua side of things
would be clean and need less

A general solution to this would be quite hard, I think. The first proposal
isn't flexible enough as stated, so that's out (although something similar to
it could be implemented more easily). The second proposal requires changes to
the WML

Of course. You probably didn't take a look at the programming details a few
lines below:
char * ngettext (const char *msgid1, const char *msgid2, unsigned long int
n)
That's why we need sg. ad pl. text in English - the msgid1 and 2.
