Without further qualification, `982` could refer to either of two different issues -- using @MZMcBride's example, `T1964` (formerly `bug 982`) or `T982` (formerly `bug 1`). If some bug number shouldn't have been auto-linked, it should be possible to find out what it is. That could happen for phrases such as "Mozilla bug 123456" or wikilinks (<https://bugzilla.wikimedia.org/show_bug.cgi?id=65779> vs. <https://bugzillapreview.wmflabs.org/T3084>). >>! In this case, the link was not broken, though in other cases it could be. Lowercasing capital letters in a URL, except in the scheme and hostname, often does not preserve semantics, so the migration script should not do that.
