As discovered above, Wikibase (and CommonsMetadata too) actually use the
ContentHandler::getPageViewLanguage rather than Title::getPageViewLanguage. I'm
not sure if it was intended to be in scope for this task? It's similarly bad
and indirectly reads from global

The issue doesn't seem related to GrowthExperiments, I've seen the same
failure for mediawiki/core changes.
Also, the error results in huge amounts of output (1.2 GB is the most I've
seen), which probably isn't great for Jenkins's well-being.

I don't think that's needed right now, I would just update the tests if
that's the only thing that's required to make them stop failing.
There are also some Selenium test failures which look more "interesting".

I think that this is actually fixed, though. I can't reproduce the issue with
the Wikidata dialog. Most problems with code handling page titles in JavaScript
should have been fixed by rMW416895821f

This is definitely not caused by https://gerrit.wikimedia.org/r/c/mediawiki/core/+/314725. That patch actually fixed a similar issue to this, but with characters from other alphabets (T147646). It does nothing about Georgian scripts though.
