True, these are the issues. This is why I propose the two-stage scheme, where units config file is generated from Wikidata statements, but this should be done very rarely once initial version is created. Mostly updates will be only new unit additions, and changing

I would not expect tooltips on menu items, especially not tooltips that are crucial to understand a menu item. I suggest to make the visible text better instead, similar to T139578.TASK

The proposed patch introduces the possibility for client wikis to fall back to some remotely defined property order, by providing a URL from which that order can be loaded, encoded as wikitext.
