The main issue I see with the hard limit of 40 creations/minute and 80 edits/minute is that it prevents bots from speeding up during quieter times of each day.

@Lydia_Pintscher, why should an error message that can clearly be identified as an error message say "an error has occurred"? I just saw this in the patch. I think this is not only redundant but counter-productive.
Also the message "the last Lemma can not be removed"

One thing I forgot would need to happen is that somewhere we need to register (and approve) an OAuth Consumer for QuickStatements.
This should probably be part of the entrypoint script for QuickStatements but it will still need some credentials from the Wikibase to do

This should probably be handled more generally along the lines of T157868 and T127169. This is exactly why I felt it was better to implement a mw.wikibase.resolveEntityId that returns the resolved eid or nil if it does not exist rather than just the true or false of

I'm holding off on moving this into the "needs review" column until we've figured out what will happen if me merge the patch.
Currently docker CI won't build it because the Dockerfile location for the base image has changed so at a minimum we need to alter this.
