It seems as though we should not create this list, that a place on the WIkidata
wiki is a better alternative which I have created here:

For the on wiki component I feel like 3 pieces are needed which I have created
in draft here

I think cultural partnerships could definitely cover the partnerships part
which I think is a bit distinct from the technical part.
for the technical aspects, we already have wikidata-tech and wikidata lists,
and the places on-wiki.

I think we need to be very careful not to create too many additional places.
With every additional place we'll lose some people who will not subscribe to or
watch them. Especially for something as important as data imports we need as
much buy-in and

imho, I say use the existing lists. imports is an important enough topic for
the main mailing list.
(it's easy to do imports badly, and the non-technical parts are important like
figuring out the properties, choosing what to import, and how to maintain the
data after

for Wikidata are enough for now? Hm.
