Please note that bots and admins ("sysops") have the noratelimit user right, which will render them unaffected by any of these changes. Stripping that right from these groups might have "funny" side effects… this would need further evaluation.

I think we should get some solid numbers to back up our proposed rate limits.
On an unrelated note, the edit limit for ip / newbie users is perhaps a little small:
