I also noticed this recently. I attempted the work-around of creating the link from Wikipedia instead, but that also fails because there doesn't seem to be any way of selecting Commons as the link target. Maybe that should be another issue raised in Phabricator.TASK

Currently on wikibase we can query the entity labels or we can perform a normal query, but we can't integrate the two result sets into a single list.

Yeah, the existing code only detects when the browser doesn’t send a request at all, so I guess there must now be some length that the browser still sends but the server rejects.
This would of course be easier to debug if the reporting user on Wikidata
