Option #3 seems easiest to me from my armchair. Submodules do not cause problems with CI or deployments--we do those all the time. The submodule update commit can--theoretically--be avoided by auto-updating submodules in Gerrit, but this may or may not work for our use case

Are the snak hashes calculated at dump time or is this just another static field to be dumped?
Hashes are not meant to be stored in the database, but calculated every time they are needed.
What other fields are under consideration?

Apparently 7a805ff94a584a91c6fbb10c1d651565cead7e89 doesn't fix the issue here. I guess this is because we set $wgWikimediaBadgesCommonsCategoryProperty to null before the WikimediaBadges extension is loaded. Once the extension is loaded, it reverts the setting to the default
