​Hi, In Ukrainian WLM we use only lists from authorities.​ I think that WMUA as an organisation is not empowered to decide what is a monument and what is not, neither on our own nor on advice. The lists are buggy and incomplete, indeed (not an uncommon issue, as I see). But there is a side effect
