There is a gulf between behavior that might make someone uncomfortable,
which may be the result of cultural differences, and harassment or
violence. We should take care to ensure people who need some education on
the former don't feel like they have been found guilty of the latter.

I'm pretty surprised at the number of censors in this thread. It seems more
people are interested in telling Praveen to be quiet than in discussing the
facially legitimate questions he has raised. I'm sure everyone has great
advice - ask passive questions, compliment the scholarship committee,

James,
Can you describe the source of your authority, and that of the committee,
to make such a decision? Do you have the approval of Lila and/or the Board?
Which movement organizations, including those responsible for funding
endeavours like Wikimania, did you consult?

I'm sure I'm not the only one waiting with interest to see Fae's

Will this make it harder for volunteers (e.g. chapters without a
professional staff or resources to hire one) to plan? A two year timeline
for bids and planning is a long, long time for a volunteer commitment.

I hope the committee that evaluates bids looks for communities of
Wikimedians who are prepared to host Wikimania. A big check does not a
community make, and no amount of spending of donors money will replace
actual Wikimedians with the interest and desire in hosting Wikimania.
