[Wikimedia-l] Wikimedia Bangladesh has completed its local registration in Bangladesh

2014-06-10 Thread Tonmoy Khan
Dear All,

It gives me great pleasure to announce that Wikimedia Bangladesh (WMBD) has
successfully completed its local registration in Bangladesh. Our
application for registration was approved by the Registrar of Joint Stock
Companies Firms - Bangladesh on 9th June, 2014 and I have collected the
certificate of registration today (10th June, 2014).

Wikimedia Bangladesh has been registered under the Societies Registration
Act of Bangladesh our official name is Wikimedia Bangladesh Foundation.

The registration process was a very long and demanding one, but our
perseverance and determination finally prevailed. It has become very
difficult to get registration of a society/foundation in Bangladesh as the
incumbents have to have security clearance from the National Security
Intelligence (NSI) of Bangladesh, which is very difficult to get if not
impossible. In the course of dealing with the registration process of WMBD,
I learned that less than 5 applications for registration as societies get
approved out of every 100. We submitted our application in May 2012 and it
took us a little over two years to get the security clearance from NSI
complete all the bureaucratic process!

It gives us a great sense of achievement that we could uphold the Wikimedia
movement volunteerism spirit with passion, integrity and professionalism
despite being a small volunteer community. The pending registration issue
could not hold us from doing outreach activities locally taking in the
greater Wikimedia Movement. We organized some excellent programs, workshops
meet-ups with our limited resources during this time period. This effort
successfully brought in good number of new contributors to Bengali
Wikipedia increased the article count. Volunteers from WMBD/Bangladesh
are also actively participating in the international Wikimedia movement by
taking part in discussions, conferences as committee members in different
Wikimedia committees.

We, as a chapter, want to make small but steady steps towards sustainable
progress in fostering the Wikimedia movement in Bangladesh so that we can
make the sum of all human knowledge accessible to the people of this region.

Cheers

registration a wonderful thing for the Wikimedia community, but also this
shows an excellent precedent for all Bangladeshi community activists
because they have a bright example in Wikimedia Bangladesh that paying a
bribe is not necessary to get an NGO registration. This is really something
to publicize, stress, and note as a point of pride. No one should forget
this as it really takes a lot of sacrifices to do this without bribing and
in terms of cost, it actually is cheaper to save time and pay the bribes.

I hope that this encourages other organizations in Bangladesh to also file
their own NGO paperwork and accomplish whatever they feel ought to be done.

 Congratulations a thousand times!

 yours,

  Dear Dariusz and FDC,

Thank you for this fine recommendation. I just read through it for
the first time (of many, I expect), and the analyses are clearly
getting crisper over time. There are many constructive details packed
into each review, and the results are relevant both to the applying
organizations, and to how we plan for the future.

I am glad to see the analysis of the excellent Wikimedia France
proposal. And both the CIS and the Wikimedia Norge proposals seem to
have been complicated in their own way, but were handled smoothly.

The analysis of WMF's own proposal is clear and rewardingly thorough.
(Other organizations may be jealous and ask for a more detailed report
  next time)
A few points I found particularly useful: the focus on areas where we
need clearer goals + measures, the detailed feedback on technical
changes, and the observation that legal work is a significant part of
our budget and work, and central to our mission, but here was lumped
in with administration. The last point is indicative of a larger
  blind spot, I think.

I also appreciate the emphasis on regular checks of our work against a
strategy, and the need to organize an effective transition to new
strategic goals. The suggestions for a community-led strategy advisory
group, and for a pool of global metrics for [cross-]evaluation, are
well considered. Both could also make the FDC's work easier in the
  future...

Congratulations on this work. And good luck to those FDC advisors

For the second round of this fiscal year, the committee received four
proposals. [3] These four proposals came from two chapters, WMF and
 one
non-Wikimedia organization, totaling requests of '''$1.56''' million
 USD.
Prior to our face-to-face deliberations in Frankfurt from 21st-24th
 May,
the FDC reviewed the proposals in careful detail, aided by staff
assessments and analysis on programs, finances, grant compliance and
history, as well as community comments on the proposals. Staff
 presented
  an
overview of these findings to the FDC during the deliberations. The FDC
  and
FDC staff also asked clarifying questions to the entities on the
 proposal
form discussion pages during the four-week community review period (and
prior to the publishing of staff assessments), and observed the
  discussions
   about the proposals.

The committee thanks all organizations that submitted proposals, as it
required significant effort to both create the proposal and to respond
 to
the questions and feedback from the community, FDC, and FDC staff. We
sincerely appreciate them all for this work.

For formal complaints or appeals about the recommendations, there is a
separate process that entities should follow. Note that at the request
 of
many stakeholders, we are clarifying the complaints and appeals
  terminology
so that complaints are made about the process to the ombudsperson and
appeals on the recommendations are made to the WMF Board
 representatives.
   These are further explained below:

  Dear fellow community members,

On behalf of the Wikimedia Foundation Board of Trustees I am
  delighted to
announce that the new Executive Director of the Wikimedia
  Foundation will
be Lila Tretikov. Lila is a widely respected Bay Area technology
  leader,
  most recently with SugarCRM.

As many of you know, about a year ago Sue Gardner announced she
  planned
  to
step down as our ED. As we launched the search for her successor, we
  spent
some time working through the most critical requirements for the
  role. We
decided the new ED should be someone with a product/engineering
  background,
ideally in an open-source or other online community context. We
 wanted
someone experienced with organisations that were growing, who'd
  managed
staff and budgets comparable to ours, and who had experience creating
continuous delivery of technology improvements in an agile context.
 We
wanted a person who is oriented towards collaboration, transparency
  and
openness, with some experience with complex stakeholder
  environments, and
with an international orientation. We knew we needed someone with
  courage
and strong personal integrity, who wouldn't be intimidated by
  attempts to
  censor the projects.

Lila is precisely what we set out to find.

Lila was born in the Soviet Union and moved to the United States
  alone,
  as
a teenager. She's been working for technology companies, primarily in
  open
source, in the Bay Area for the past 15 years. In 1999 she started
 her
career at Sun Microsystems. Shortly afterwards she founded
  GrokDigital, a
technology and design company. She spent three years as senior
  director
  of
development at Telespree, a company that provides cloud-based
 wireless
  data
services for mobile carriers. For the past eight years, she was at
SugarCRM, where she held positions of increasing responsibility as
 the
organization grew, including being in charge of internal IT,
  marketing,
customer support and professional services, engineering, and product
development. She has a stellar reputation as a leader who is highly
skilled, collaborative, open, passionate and curious.

We think Lila will be a terrific fit for the ED role. The
  Transition Team
(Phoebe, Alice, Kat, Sue, Erik, Geoff, Gayle and I) voted
  unanimously to
recommend her to the Board, and the Board voted unanimously to
  accept the
recommendation. She strikes all of us as smart, brave and
  unpretentious,
and we believe she has the skills the WMF needs.

Lila is going to spend the next few weeks in learning-and-listening
  mode,
and will take over the ED position from Sue at the end of the
  month. Her
first priority will be to immerse herself in deepening her
  understanding
  of
  the Wikimedia projects.

I want to close this announcement by saying a heartfelt and deeply
appreciative thanks to Sue, who has been the Executive Director of
 the
Wikimedia Foundation for the past seven years. When the Board and I
  hired
Sue in 2007, we were just a chaotic little non-profit in small-town
Florida, with a tiny staff and not much money. Over the past seven
  years,
Sue's leadership has built the Foundation into an effective,
  well-funded
and well-managed organisation, with integrity and a clear sense of
  purpose,
and her steady and committed presence throughout the search process
  was
integral in helping us come to this excellent result. We will be
  forever

 Congrats to Wikimedia Mexico. :)

I have only one concern about possibly attending a Mexico City Wikimania,
which is safety. The bid on Meta sort of acknowledges this by saying
Safety is like any big city, some areas are unsafe at night.

I feel a bit like a dumb, xenophobic American bringing this up, but I have
to be honest and say Mexico tends to have a reputation for violent
crime.[1] Sources do seem to suggest Mexico City proper may be
better,[2][3] but it would be comforting to hear how we've assessed the bid
regarding the safety issue, and how we're going to be prepared in case the
 worst (robberies, kidnappings) do happen.

Dear members of the Wikimedia Movement:

In the past weeks, I've taken the decision to resign to my position of
Executive Director of Wikimedia Argentina. This decision was presented
 to
the Board of the chapter past Saturday and it was accepted.

For personal and professional reasons, I've decided to return to my
country, Chile, in the following weeks and start a new stage of my life.
Two years ago, I was presented with the opportunity of living in
 Argentina
and working for one of my passions. This was a big challenge for me: I
 had
to leave my country and my family and work in a foreign country. These
  last
18 months have been a unique experience and I've learnt a lot, becoming
 a
better professional and a more mature person. However, at the same time
 I
feel that I need to move on and continue with new projects and
 challenges.

Certainly, this has not been an easy decision for me, because I'm very
  fond
of this work, the people that have participated in our activities and
 the
projects we worked on and we are still working on.

I leave the Association in a very different position than when I took
office. We have several ongoing projects and we regularized all the
  delayed
paperwork. We became the first organization from a developing country to
get an Annual Plan Grant via FDC and have been one of the best-graded
chapters in both processes. We are now a reliable and serious
  organization,
continuing a process of professionalization that can improve our
 programs,
making them more efficient and more effective. Clearly, this has not
 been
only due to my work, which is why I thank the Board of the Chapter that
helped me in everything and to María Cruz, which has been a great
  colleague
  these months.

My main interest is that Wikimedia Argentina continues to grow, which is
why we have decided that my departure occurs at the end of March. This
  will
allow us to work calmly to ensure the continuity of the ongoing projects
  of
Wikimedia Argentina and the transfer of knowledge once the new Executive
Director takes office. In any case, I will continue to participate as a
member and Wikimedia volunteer, once this period expires. By request of
  our
Board, I will also attend the next Wikimedia Conference, so I will be
 able
to transmit the experiences of Wikimedia Argentina in the last year.

I appreciate the trust placed in me by the Board and all the members of
Wikimedia Argentina and their support all these months. I'm sure they
 will
continue the great work we have done lately.

  Kind regards,

  Dear all,

I am happy to inform you that the Affiliations Committee has approved the
recognition of a Wikimedia User Group today: Wikimedians of Nepal.

Please join me in welcoming this new group into the fold of Wikimedia
entities, and let's celebrate their success and hard work as Wikipedia
  turns eleven in Nepal!

  == Wikimedians of Nepal ==

  Wikimedians of Nepal http://meta.wikimedia.org/wiki/Wikimedia_Nepal
 is a
group of enthusiastic Nepali Wikimedians working towards developing and
promoting Wikimedia projects in Nepal. They've been actively working to
help expand the community, launch projects in more languages of Nepal and
promote and support the existing ones.

The group is working towards chapterhood, and have a good chance of
attaining that status this year. Granting them user group recognition
allows the movement to express its appreciation for their hard work even
while they are working on the bureaucratic aspects of meeting the
requirements of chapterhood. The timing is fortuitous in that the group
 is
going to mark the 11th anniversary of Wikipedia in a Nepali language on 3
  June, next Monday.

Ganesh, the group's interim president has been invited to this year's
 Milan
conference, where he gave a comprehensive overview of the group's
 history,
its projects (including a successful 'wikiwomen programme) and its
  ambitions. The slides are at:
  http://upload.wikimedia.org/wikipedia/commons/4/45/WMNepal_WMC_2013.pdf

  The Affiliations Committee's
  recognition

 http://meta.wikimedia.org/wiki/Affiliations_Committee/Resolutions/Wikimedians_of_Nepal_-_May_2013
  is
valid until 28 May 2014, or until they are recognized as a chapter.

  == Wikimedia User Groups ==

Wikimedia User Groups are one of the three new types of affiliations
created last year to empower volunteers wanting to conduct offline work
 and
provide them recognition from the Wikimedia movement.

User group status is meant to be an easy form of affiliation, where the
main requirements are an agreed goal, plans for offline work, at least
three people participating and a public wiki page with all the relevant
  information).

  Under the movement roles
  recommendations
  http://meta.wikimedia.org/wiki/Wikimedia_affiliation_models/User_Groups
, user groups are to be recognized in a quick and easy process directly
 by
the Affiliations Committee, for a fixed, renewable time-period and they
 are
to enjoy limited trademark use and simplified access to grants.

Re: [Wikimedia-l] AffComs $40,000 Hong Kong junket

2013-05-14 Thread Tonmoy Khan
Hi,
I think the question here should be more general, not for the particular
case of AffCom only. We should really give a serious thought on whether
such big expenditures are really worth the money or not. And it should
encompass all the parties to the movement (volunteers, chapter members,
WMF). Here, the choice of hotel really seems expensive. Though I didn't
have any prior idea about hotel rent in Hong Kong, I searched on google for
some good quality hotels in Tsim Sha Tsui area and found that there are
many 4 star hotels (also highly rated) that have room rent within $110 to
$150 range. Link:
http://www.agoda.com/pages/agoda/default/DestinationSearchResult.aspx?asq=bs17wTmKLORqTfZUfjFABizf6xim3HxBNSprgOQXrVsxfdzWn0%2f0znqfDl5OpHpJEpI6UxJ3hIJhRGCSVK%2f54u4zfq8pkoaMpcy7sIc2UgCZdKAkRVT5G%2fOzan8m99LRyQrMqUm5cC3FKFKM4Rpinbn%2fmElm0M49SNeQL0KmHao%3dtick=635041800643

So, if there is option to save some movement money then why not!

Thanks

think AffCom should be mature enough to adopt a similar policy behavior as
the chapters which they confirms and leading in the start-up steps. Even in
DC, Berlin and Milan - the WMF's booked expensive hotel, while the chapters
were mature enough to stay in others good hotels with much more fair
prices. Again, this is not the time for criticism of the policy and it's
not AffCom fault, but you as volunteers, as part of the community, I think
should have the maturity to say Thanks for the option, but we prefer for
the visibility and the fairness to book less expensive accommodation.

BTW. 40,000$ it's about 25 scholarships we can give. Not saying AffCom
don't need to attend Wikimania, but having much less fancy budget is always
 welcome.

  e-mail
about this except for the insults aimed at me after my first blog post
 on
the matter — and you as an AffCom member should be especially aware of
this, as the whole of AffCom was CC'd to every message that I received.

I apologise if the tone of some of the e-mails you have received were
harmful, and I am sorry for my involvement in that.
I think it really came down to the fact that we were quite surprised at
 the
time that as a committee member or adviser you did not feel able to raise

to communicate openly really saddened me.

The hotel is in-line with WMF guidelines and as has been noted, we
 look
   to

the staff to book those reservations and make appropriate cost-saving
   decisions.

Which is opposite to what the Committee has been doing so far; for
instance, during the last Committee meeting, the then-ChapCom members
  have
been using the same accommodation as the rest of the conference
participants — and that was a true a cost-saving decision.

If I remember correctly, at the time the Committee did not have a budget
and a number of details around fiscal responsibility ended up very
complicated out of sheer goodwill (with certain chapters paying AffCom
members' travel, Wikimedia Germany kindly offering to pay for those who
 had
to stay only an extra night, and the WMF paying from the Board's budget
 for
the rest) and the choice was probably made by me to stay with the chapter
delegates as that was the default.

In any case, with the dedicated budget we have taken steps to greater
clarity and accountability and this involves making sure that the WMF
 pays
for AffCom travel, and that in turn we follow WMF policy on reimbursement
and choice of accommodation and in any other way they may prescribe for
  spending our budget.
Technically and individually we could decide on anything that is cheaper
than what is allowed by policy (e.g. shared accommodation, or different
level of comfort), but those decisions would be made on the grounds of
 such
factors as the accommodation choice of others with whom we would want to
meet in off hours (including other AffCom or community members), medical

On behalf of the Wikimania 2014 selection Jury, after review and
evaluation of the two final bids, we have awarded the conference to
London. Congratulations to the London team, and to the Arusha team
 who
also put forward a solid effort.

We were concerned this year to see that both bidding teams put
 forward
proposals which were costly and complicated, in contrast to the
Wikimania tradition. The Jury briefly considered re-opening the bid
for other teams, and asked both bids to present a simpler core budget
  and lower-cost options for attendees.

The London team took our comments to heart and decreased their core
budget to 20% of their initial proposal, and have committed to
 finding
ways to reduce the cost for community attendees.

We encourage future bidding teams to not give up their dreams, to
 keep
aiming for the stars, but at the same time, to not forget the spirit
of Wikimedia: a volunteer movement that makes creative use of limited
resources. We look forward to the proposed Wikimania Committee
 setting
out clearer guidelines on these principles.

The process to bid for hosting Wikimania requires a substantial time
investment, and we thank both candidate teams for their submissions
  and hard work.

Hi folks - happy to share this news that WMF and Global Voices are
releasing today. Also posted on the WM Blog,

   [...]

SAN FRANCISCO -- January 16, 2013 -- The Wikimedia Foundation is happy
to announce that Sue Gardner has been named to the Board of Directors
at Global Voices. Global Voices is a community of more than 1300
authors and translators in dozens of countries around the world that
publishes reports from global citizen journalists, with an emphasis on
voices that aren't ordinarily heard in major international media.

“Global Voices does great work, and I’m really looking forward to
sharing experiences and expertise with the people involved there.”
said Sue Gardner, Executive Director of the Wikimedia Foundation. “The
Wikimedia Foundation and Global Voices hold a lot of the same values,
and for me the most important is our shared commitment to freedom of
expression. The world needs strong voices advocating for internet
users’ right to express themselves and to access information without
   impediment.”

Congrats, Sue! :-) Global Voices is lucky to have you.

Given the mention of global citizen journalists in the blog post, I
 was a
little surprised to not see a mention of Wikinews. Some collaboration
between the Wikinewsies and the Global Voices folks might be good to
explore. (I'll admit that I'm still somewhat trying to wrap my head
  around
what Global Voices exactly is, but a collaboration between the two
 seemed
like it might have promise. If I'm off-base, ignore me.)
