The books have this statement ಈ ಆವೃತ್ತಿಯ ಹಕ್ಕು : ಕರ್ನಾಟಕ ಸರಕಾರ, which
means Govt of Karnataka holds the copyright for this particular edition.
GoK issued a statement releasing these books now under CC. I do agree that
there can't be any copyright on texts of dasa sahitya, vachana sahitya and
other classics which are quite old. The books now released by GoK also
include some recent books which contains collections like complete works of
Dr Ambedkar, essays on Ambedkar, research works on Kanaka dasa, etc. We
should appreciate that officials at Kannada and Culture Dept of GoK have
realised the importance of open knowledge philosophy and have agreed to
release the books under CC. This will definitely help in convincing other
departments, academies and universities to release their works under CC.

  I am not an expert of licensing, but the thing that is already in
 public domain, licensing the same under CC-BY-SA 3.0 is one way limiting
 the public availability of the same content.

 Purely from a copyright POV, it is important to recognize the idea -
 expression divide. The content per-se in this case may be public domain,
 but it is the expression of it that is copyrighted as I stated above.
 Especially, as I understand, the copyright act in India has bare minimum
 requirements for creative labour.

 But I am willing to be better educated on this.


 In US copyright The Bridgeman v. Corel [1]case established, and several
 other courts have followed, the principle that a slavish copy does not
 have enough originality to warrant copyright protection. Skill in making
 that copy, no matter how great it is (and we all know how difficult it can
 be to make a good copy), also is not by itself original enough to warrant
 copyright protection. we only need to care about the US law in this case
 because content hosted is in wikimedia servers in US . AFAIK this does not
 have  much conflicts with indian law too.

 Licensing this under creative commons is a copyright claim of public
 domain works  even though spirit behind licensing is different. So my only
 point is whoever working on this please correct it at this point itself by
 giving proper credit (as Open access initiative of  kannada old classics )
 by pointing examples like kerala sahitya academy's last year efforts.

 In india we anyway need to get more public institutions and libraries to
 release digitalized /scanned version of PD works . So the each example we
 set at this point have impacts over all these decisions. So please correct
 the mistakes at this point .

 If public institions  who release PD books in digitalized form needs
 credit for their efforts do it via press coverage or via GLAM

[Wikimediaindia-l] Release of 105 books by Govt of Karnataka under CC-BY-SA

It gives me immense pleasure to announce the re-release of 105 Kannada
classics by Dept of Kannada  Culture, Govt of Karnataka, under CC-BY-SA.
CIS-A2K put lot of efforts in convincing the department to achieve this
milestone. These books include classics like complete Dasa Sahitya which
include complete works of Purandaradasa, Kanakadasa, complete Vachana
Sahitya, Kumaravyasa Bharata, Jaimini Bharata, etc. We got 4 books in PDF
form and they have been uploaded to Commons and index pages created in
Kannada Wikisource. The complete project page for anyone to register and
start working on is at http://bit.ly/gokbooks. The same page has the link
to the declaration containing the list of books released under CC-BY-SA
now. People are welcome to scan and upload other books from the list. I am
simultaneously working on procuring other books from the list in PDF form.

The works are no doubt out of copyright, but the particular collection,
edited and paginated by GoK is what have been re-released in CC. They have
so far provided softcopies of 4 books.  I am trying to get the remaining
books as well.
