[Wikitech-l] New MediaWiki structure test for message existence in ResourceLoader modules

Hi all, I've been working on a new structure test that ensures interface messages, exported as part of a ResourceLoader module, actually exist. This avoids broken interface messages from showing up in the interface undetected, and catches left-over references to messages that were removed.
