You CAN petition the RUS administrator.
You can talk to your Congressional rep for help as well.

this is something we should all read and comment on since this affects
all of us.

There should be some way of dealing with people who
CLAIM to be providing service in an area where they
are not, or who are planning on using a RUS loans to
provide service where there are already providers
with service.
