If it is a Mikrotik AP you could do a connect list and limit the signal
strength to a respectable number. This way anyone who is further away from
the AP

Can you maybe do a redirect page every hour or two? Simply state

Yes, you can play with ack timing and limit the range, so I've been told.
I do use manual ack timing here for just that reason.

decrease the RX sensitivity.

I agree. And keep the hot spot inside, away from the windows. The
walls will attenuate the signal too.

I think your only reasonable attempt with no support requirements is
to cut the ack time. Anything else reduces the coverage inside the
establishment or increases support.
