This was someone relaying international calls through somehow. I don't
think the server itself was compromised. We caught very quickly but need to
figure out where the security flaw is.

You'll probably get a visit from the fbi soon.  We had a server penitrated
for a couple hours one day a few years back. I pulled the hd and rebuilt
the box on a new disk and tightened up my firewall. A year later I got a
visit from two agents asking about it with a warrant. I told them what
happened and gave them the hd. Luckily I just left it sitting on top of the
box all that time. Never heard anything else.

[WISPA] PSA: rb750 reboots on switch loops

We got there, put in an rb750 (in place of a 153 that was causing issues).
 It kept rebooting.  Did a second one.  Kept rebooting.

Unplugged all devices, and one by one figured out that they put a switch
and used two cables at one of the desks.  Dunno why, I try not to think
about it.

We had ether 2/3 go to two different 8 port switches and off "ether3
switch" was a third switch the customer hid.

My guess would be the total bandwidth you are trying to put through the
AP what are the average plan speeds going through? If you were running
an average CPE at 5-6Mbps then 30 or so CPEs should not be too much of
an issue, but if the average is higher or the average of customers
streaming video or gaming is 'above norm'... then that would certainly
start causing an overload situation and may require adding more APs. I
think you need to get a handle on details... what is the bandwidth usage at
each CPE from 3 to 9PM... looking for a crash point at the AP... looking at
the total load growth in that period.

Or it could be as simple as one CPE has not been controlled, which happens
to be a rogue high user... I had one few months ago... was running Chat
Servers on a public IP which a tech forgot to bandwidth control!

Well we have a routed network with Procera at the connection to internet doing 
the shaping.
Over 2500 subs on over 125 APs with a Gig pipe to the internet.
Our back bones are either fiber or 300M licensed links

speed test and got 500K. The AP he is connected to has 19 subs.

Trying to figure out just how many subs streaming on an AP will bring the 
through put down to 500K?

We are considering limiting how many streams can run on a given AP but need to 
figure where the breaking point is if that makes any sense.

I have not tried the TOP yet during peak times. Our packages are 5, 7 and
10 Meg. I am not sure what you mean by modulation of customers.

Well we have a routed network with Procera at the connection to internet
doing the shaping.
Over 2500 subs on over 125 APs with a Gig pipe to the internet.
Our back bones are either fiber or 300M licensed links

USF is only valid on connections that start and end in different states.

The litmus test is 'intra-state' vs 'inter-state'. Some snippets in a
discussion between myself and one of my consulting clients when they were
presented with the USF fees you mention (IANAL!):

To quote the site (highlighting is ours):

points specified by the user, of information of the user's choosing,
without change in the form or content of the information as sent and

services:

I took a look at our notes from the FCC Report and Order 97-157 p14 and
section 2(b) of the Communications Act that outlines (again bolding ours):

"nothing in this Act shall be construed to apply or to give the Commission
jurisdiction with respect to . . . charges, classifications, practices,
services, facilities, or regulations for or in connection with intrastate
communication service by wire or radio of any carrier."

The FCC specifically states in its website to explain USF in simple terms (
http://www.fcc.gov/guides/universal-service-support-mechanisms)

"...when a company chooses to recover its USF contributions directly from
its customers by billing them this charge. The FCC does not require this
charge to be passed on to customers."


 The reaction from this customer's ISP was great and we saved THE ISP
(reselling Comcast fiber) a great deal of monies.

Just keep asking the same question over and over: "Is this 'intra-state' or
'inter-state' service?" Once they call The USAC and ask then USAC person
will more or less hit them with a clue-by-four and tell them that they
cannot charge USF for intra-state!

That's not entirely true I don't believe, often radio issues will show 
up as SoftIRQ, not actual CPU usage.
