1. Find a part of the country where one of your customers live, and
you'd like to "come from".

It is doing it from your IP address. The server does a lookup on your IP
address to see where you are located and forwards you to the website for your
area.

It is not hard to reverse lookup in-addr.arpa records or cross reference
Try this in ie:
Tools -> Internet Options -> Advanced -> Search from address bar -> Do not
search from address bar.
