If I understand the scenario, then I would recommend wireless IO radios
manufactured by Phoenix Contact.
-They are small
-Easy to configure
-Reliable
I have them installed at several customer sites and have not had to
follow up

I have a project that requires turning a remote relay on and off, over
the distance of about a mile. I'd like dry contacts at either end.
Would a SCADA product do this? No need for anything serial or
ethernet, just need to switch a relay on and off.
