William, eduroam already has a Roaming Consortium OUI registered with IEEE, so potentially it is ready. Interoperability and readiness of campuses and equipment might take some time though. Indeed, PassPoint/HotSpot2.0 (802.11u is now part of 802.11) will address SSID related issues! Best,
