You're talking about the launch condition (the one with a condition of NOT NEWERVERSIONDETECTED), right? That isn't a type 19 custom action. LaunchConditions by default are sequenced at 100. WelcomeDlg defaults to being sequenced at 1298 (IIRC). There are no type 19 custom actions in the snippets
