I think that the most semantic solution would be:
ol/li for questions list and dt/dd for questions and answers.
But a ol/li would be adequatelly correct.

Hi,

Personally, I'd use eading's for the questions and aragraphs for the
answers but that's down to my own preference and have seen it done a variety
of ways.
