mode as command-line arguments to user_command and put the onus on the
user-supplied script
WSPR band-hopping with r5414 is working well here. I like being able to
set different bands for different times of day. Is there a way to
designate a band (such as 60 meters) for receive only?

I should add that there is no frequency offset on received signals. Signals
received simultaneously on the WSJT-X/TS-480 setup and on a separate receiver
using my own software are always within 0.1 Hz of each other.
