This is an improved and simpler version of a patch to make the TIME_ON value more accurate.It uses the Tx 2 and 3 to subtract time to match the real start of the QSO.This means we could also add TIME_OFF now if we wanted to. It's only enabled for JT65/JT9 right now as those are the only I used so
