Looking into the files some more, I see a dependence of the reports on
value of Ftol. Here is the same set with Ftol = 20:
1413 -3 2.1 1859 $* HA/G3WDG ES5PC f

1419 -3 2.1 1855 $# G3WDG ES5PC -20f
1421 -5 2.1 1857 $*

With rc2 I can now decode JT4F messages with RX Freq ~1850Hz with
numerical reports (instead of as was the case with rc1).
However the reports are pessimistic:
1413 -30 2.1 1859 $* HA/G3WDG ES5PC f
1417 -39 2.2 1848 $# G3WDG ES5PC -20f
1419 -40 2.1 1862 $# G3WDG
