Did you notice that it said the WIN32 versoin, and specifically said to use the Win32 version even if you're on a 65 bit version of Windows.   It also points out you want the 1.02 version, NOT the 1.1.0. The correct version is here: https://slproweb.com/download/Win32OpenSSL_Light-1_0_2q.exe

The following information is from the 2.0.0 FT8 User's guide: * You can download a suitable /OpenSSL/ package from _Windows OpenSSL Packages_, you need the latest *Win32 v1.0.2 Lite* version (Note it is the Win32 package even if you are using a 64-bit Windows operating system)
