I am currently in the process of rewriting my copy of the dbfawk files to read
the 2012 release of the TIGERmaps here in the United States. When I get them

You will have to edit the file in a GIS program, such as Quantum GIS.
There may be structure links in the file that should not be there or the
conversion went wonky. I have some shapefiles that I have had to go in and
clean up as the labels were in the wrong places.

This may be a bit OT but beneficial to the weather spotters that use Xastir.
We have a windfarm site that gets into the base sweep of the NEXRAD
radar and puts up a patch that looks like a localized shower/storm

I run QGIS and that would not be the proper way to do it. The ogr2ogr
path is the best way unless you want to act on each single entry in
QGIS. The edge files can get to be real huge.
I use QGIS for putting in updates and changes to my local shapefiles.

A tidbit about the NWS maps. Their update rates can vary depend upon
prevalent weather concerns. Calm wx and the update rates are actually
longer and I think 5 minutes is the current high speed update rate.

Another directory that is good to grab are the county.zip file for each
state.
Also, depending on your needs and display(s), I would set the dbfawk
files to turn off some features based on zoom level let alone the screen
being supercluttered.

terms of accuracy, quantity of information or the quality of

Found one issue so far...
Did the bootstrap.sh and ./configure and it still missed grabbing
/usr/include/libgeotiff and putting it into the -I string.
Once I edited. src/Makefile to put it in, got a clean compile.
This was on F8.
