2nd question first: I'm not sure you can move that panel, but you can
certainly create a new one and delete the old one.
1 - right-click in an empty spot on the panel. This brings up a menu about
the "separator", but it contains a sub-menu about the panel. Click
preferences in that.
2- click
Adobe flash for Linux is outdated/discontiued since years [1]. HTML5 is
one kind of replacement, but as you already experienced, it doesn't
solve all issues. Your best bet would be to install Google Chrome.
