Report mode could exit with 1 (disable) and the caller (cloud-init-
generator) would then disable cloud-init.
Thats not very "report only".
The change needed is to just make report always exit with 0 (enable).

I have seen it recreated consistently with the Xenial vmdk cloud image.
I also attempted to qemu-conver the QCOW2 version to vmdk and it hit
that. It seems to eventually time out.
With Trusty, I was able to see the instance booting with the vmdk I

Neither metadata nor system_metadata is not supported now.
For example response: {"badRequest": {"message": "Invalid filter field:
