disk_allocation_ratio is not working with Ocata since we are checking if
requested amount is less than max_unit.
Because of this if I have a compute with 64GB local disk and I'm using iSCSI
storage then even after setting disk_allocation_ratio to .0 I can not

When cloud-init configures networking, it uses `ifup`. However, after
cloud-init is done, networking.service runs and attempts an `ifup -a
--read-environment` it fails since the devices are already configured
with a "RTNETLINK answers: File exists" (return code of 1).

In the default openstack_dashboard logging configuration, logging level
is not included. It is useful if logging level is included in log
message by default.
Note that we can add logging level to log message by customizing django
logging config.

associated with a tenant:

This sounds like a Horizon issue to triage. The server response should
have an image id in it, and some tools, like nova CLI, will show the
image name along with the image id, but I don't know about Horizon.
