1. This wasn't resizeable in previous versions either. There are two modes
for showing sura list: tree and combo. It can be switched in Tools >
Options > Display sura names in tree.

I hope brother Mohsen doesn't mind, but some of the functionality you are after 
are already in QuranCode. The drawback it runs only on Windows though.
