Thanks. Readying the zone was the trick.
My last remaining issue is the root_password keyword, which doesn't seem to
like /etc/shadow values from 2009.06. For example, using:
cat /etc/shadow
zoneroot:$5$0f0chTkD$HoqIcn3fO0VWUHhKYXqObtArfO7e1TiSLovfHsd70M0:14433::
