Ok, on a second refresh, it did succeed. (Worth noting that it's now
3:00AM on a Saturday, so it's also possible that Launchpad is less busy
than it was this afternoon...)
I think getting this error may scare people off of Launchpad, so it'd be
in your best interests to improve the hardware

I received the same error when I tried to create a new testing project
on staging.launchpad. If it's not possible to create test projects (as
linked from the main site's create a new project page), then staging
isn't serving it's purpose...

I just tried creating a new project again, and again received the same
Timeout error when I clicked on Complete registration.
