They're called whenever somebody calls them - there's no logic anywhere
that I'm aware of that ensures they get called during a particular
phase. For instance, when using the URI resolver to load a schema,
static_context::resolve_uri() is called by translator, which is (I
guess) during the compile
Chris: When are resolvers' resolveURL() functions called? During
compile-time or run-time?
