This will provide information that can be used for measuring significant changes to your system's overall performance. You have to take into account that by measuring performance you are tying up system resources to a certain extent. A Windows NT Performance Monitor application uses CPU time, memory, and display resources. While the drain on resources is probably not great, it is there. Even if you are not running Performance Monitor, Windows will automatically track performance of data for tuning itself and this results in measured use of system resources.
