Whenever an administrator signals a shutdown of the computer -- whether from the local console or remotely through a Remote Desktop session -- the administrator is prompted for some descriptive information about why the system was shut down. This error is strange in that the user can access the policy file directly, so this appears to be a problem just on startup. I have tried to chase this down but to no avail.
