I"im not exactly sure how you define either capcity or intention, but my
take:

There is a lot of interest in the idea, so if someone were to do it:

There would be good attendance

There would be plenty of people to help do it, if they were tasked
with manageable small tasks.

However, it needs a champion that will take responsibility for making it
happen -- I dont think that person would have to do much of the actual
work, but they would have to coordinate everyone else, and pick up the
balls that are dropped -- which is a lot of work.

No one has stepped up to do that.
