1st - do you get different behavior when using
poweroff
halt
shutdown -t3 -r now ?
if one of these works, you might try updating /etc/inittab accordingly:
# Trap CTRL-ALT-DELETE
ca::ctrlaltdel:/sbin/shutdown -t3 -r now
I saw your running 2.4.5, ahead of RedHat.
Have you tried 2.4.3-12 ?
