The RH7.1 default firewalls use ipchains.  Kernel 2.4
ipchains no longer supports ftp with ipmasqerading.  

Workaround: use passive ftp on your client machines.
Netscape does it by default.  Or run the program pftp
instead of ftp.  Every program that does ftp can also
do passive ftp.  You just have to tell it with an
argument or a keyword in its config file.
