Sometimes support guys are slow at understnding technicaly
adept users :)

Probably. The docs say what it opnce dodi, and was supposed to
do. Then someone decided to change it, but never fixed the docs.
(Documentation is always slow to get updated)
I never noticed it since I seldom use either of those options.
I'm usuall updating a package for myself, that Red Hat is
slow to do/ won't do. Like the kernel rpms, or gnucash.
I ausuall use the -bb and -ba options as I fix/add patches to
the spec files.
