Have you tried changing the "Emulate3Buttons" "no" in your
/etc/X11/XF86Config-4 file to "Emulate3Buttons" "yes" ?
Then in /root either add to or create the file .Xresources
Watch out for the dot in the front :)
In this file add the portion posted earlier by Larry that starts off
with :-
!## NETSCAPE
Netscape*drawingArea.translations: #replace \
<Btn1Down>: ArmLink() \n\
<Btn2Down>: ArmLink() \n\
~Shift<Btn1Up>: ActivateLink() \n\
etc etc.....
Add in both the paragraphs that Larry posted.
Save the file and reboot.
Now login in as root (just this once :) ) and check if Netscape 4.77
is scrolling okay.
If it works then log out.
Log in as the user you normally use and create in your home directory
e.g. /home/username the file .Xresources with the same text pasted in
as you did for the root .Xresources. Then save and reboot.
Hopefully when you log in as that username and run Netscape 4.77 it
will scroll.
If it doesn't I'm sorry. I've just gone through these steps on a
machine with RH7.1 and a scrolling KDE with the same mouse. The
Netscape 4.77 did not scroll until I added in the file .Xresources
into the users home directory (login as that particular user to get
the permissions right).
Watch out for those dots before the filenames though...I'm always
missing them out and I notice in your original message you posted you
missed out the . (unless it was a typo).
Good Luck!
