Those are conifguration files used by the system V init scripts, amoung a
couple of other things. Red Hat starts up with:

    1) initrd
    2) rc.sysinit
    3) normal sysv process

#1 is complicated, and #2 is getting more and more involved every release.
#3 is very standard, and you can read everything that happens by looking
through /etc/rc.d/init.d.
