Works if you have something (getty and friends) on vtX.

A simple edit in /etc/X11/XF86Config(-4) will disable that
sequence and prevent killing the xserver.

You could also disable getty on the vt's in runlevel 5
(or what ever starts g/x/kdm in inittab) so a vt switch
is useless.
