Last time I saw something similar on our corporate network, it was because someone had installed Windows 2000 server on their computer... I went and asked the poor guy what he was trying to do to my DNS server, but he said all that he did was to list its IP as a DNS server to be used for queries, nothing more. I don't know enough about Windows to know if this is a "feature" of some kind, but yeah, it annoyed me too!
