That sounded like a good clue, so I rebooted. uname now reports:

[ccurley@charlesc ccurley]$ uname -a
Linux charlesc.localdomain 2.4.9-12 #1 Tue Oct 30 18:33:49 EST 2001 i686 unknown

and ppa now installs correctly.

Apparently I didn't reboot after the kernel upgrade.

Hah, see, Linux gets you into bad habits. If this were Windows, I'd
have rebooted at least once per upgrade, automatically. :-)

But I did remember to edit /etc/lilo.conf. :-)
