Both programs will also provide you with a list of partition types.
As for why it isn't easyer, I gues it is because it is usualy done when you are doing an install, and the installer will do most of the work for you then. When it is done on a system that is already installed, it is usualy done by someone who is confortable with the current tools, so there is not much incentive to create something else to do the same job.
