It is more than likely a DNS timeout causing sendmail to hang for a
while. Sendmail is probable doing a reverse DNS name lookup on one of
the IP addresses of the host it is running on (check /etc/hosts).

Check if all, if not any DNS servers are reachable during startup
(/etc/resolv.conf).
