- make the home directory /home/username/./ for the user
- the "./" on the end is part of what restricts the user to ftp access
    only to their root directory
- make sure the user's home directory is owned by the user

you may have to manually edit the /etc/passwd file to set the home directory for
the user with the proper ./ at the end...
