Actually, CISSP is becoming more and more of a required certification for a
Security Manager or Professional.  GIAC and all the other certifications
will help as well.  I would not doubt that some areas in the US do not know
what this the CISSP is.  However, that is changing every day.   The places
that you can make the most money and get the most experience acknowledge the
CISSP.

        It is my understanding that the desirability of having a CISSP, and
the
importance associated with it, varies greatly with geographical
location.  For example, around Federal and military IS security
concentrations (like near DC, Virginia & Maryland, for instance) it is. 
In much of the midwest (or so I've been told by a CISSP there) there are
places that they do not even know what it is.

Where are those you are asking? 

Opinion:  Recruiters are, in a majority but not all, are aware of and
looking for "buzz words" and understand little of that involved for
which they are recruiting.  They are in HR, not security or IT.

I have looked for non-vendor-specific security certifications.  CISSP &
CISA are a couple of the high-level IS security involvements that have
been around 'longest'.  GIAC and such are a "lower view" more technical
certification.  There are a bunch of vendor-specific certifications. 
What are you looking for?
